1. How can LSCs change the school budget?: 

LSCs have the right to transfer funds even after the budget has been set for the year. You should prepare a proposal  (with input from the teaching staff, where appropriate) and bring it to the LSC meeting. You will need a supermajority vote to transfer the funds.
